Aber wir hatten zwei wunderschöne Tage im Januar, der eine sogar ganz ohne Wind!

Wir haben übrigens letztes Wochenende vier Musikstücke aufgenommen, aber am Ende der Vorstellung festgestellt, dass wir die Kamera nicht eingeschaltet hatten … (hüstel).

So hoch war der Pestizideinsatz im Südtiroler Vinschgau 2017
Landwirtschaftliche Betriebe müssen in der EU genau dokumentieren, welche Pestizide sie wann und wo in welchen Mengen ausbringen. Doch normalerweise werden diese Angaben weder ausgewertet noch öffentlich zugänglich gemacht. Zum ersten Mal überhaupt konnte das Umweltinstitut nun hunderte Spritzhefte von Obstbetrieben aus dem Südtiroler Vinschgau unter die Lupe nehmen – eine europaweit wegweisende Untersuchung. Nach monatelanger Arbeit stellen wir heute einen Bericht mit den Ergebnissen unserer Auswertung vor, der ein genaues Bild der Verwendung von Pestiziden in einer der wichtigsten Anbauregionen für Äpfel in ganz Europa zeichnet.

Dass wir an die Spritzhefte gekommen sind, ist ironischerweise dem Versuch der Südtiroler Landesregierung und der dortigen Apfelindustrie geschuldet, unsere Kritik am hohen Pestizideinsatz in der Region durch eine Strafanzeige zum Schweigen zu bringen. Doch das ging kräftig nach hinten los. Denn der Prozess wegen angeblicher „übler Nachrede“ endete für uns nicht nur mit einem Freispruch, sondern führte auch zur Beschlagnahmung der Spritzdaten als Beweismittel. So hat ausgerechnet der Südtiroler „Pestizidprozess“ gegen das Umweltinstitut dazu geführt, dass wir heute genauer denn je zuvor untermauern können, wie groß das Südtiroler Pestizidproblem tatsächlich ist.
Die Auswertung der Spritzdaten bietet einen brisanten Einblick in die landwirtschaftliche Praxis im intensiven Obstbau:
Insgesamt wurden mehr als 80 unterschiedliche Pestizidwirkstoffe verwendet, von denen etliche als besonders gefährlich für die menschliche Gesundheit oder die Umwelt gelten. Zu den besonders häufig eingesetzten Substanzen gehörte etwa das Fungizid Fluazinam, das unter anderem vermutlich krebserregend und fruchtbarkeitsschädigend ist. Auch Stoffe, die für Honigbienen oder Wasserorganismen gefährlich sind, kamen zum Einsatz. Und damit nicht genug: Von März bis September 2017 gab es im Vinschgau, einer beliebten Urlaubsregion, keinen einzigen Tag, an dem Mensch und Umwelt nicht dem Pestizidnebel ausgesetzt waren. Oft kommen die Gifte zudem als „Cocktail“ mehrerer Substanzen zum Einsatz – bis zu neun verschiedene Wirkstoffe wurden am gleichen Tag angewendet.
Der Preis, den die Menschen und die Umwelt im Vinschgau für die Massenproduktion von Äpfeln zahlen, ist hoch. Denn der kontinuierliche Einsatz von Pestiziden in den Apfelplantagen schädigt die Artenvielfalt und gefährdet die Gesundheit von Anwohner:innen und Urlaubsgästen, und nicht zuletzt die der Obstbäuer:innen selbst. Das muss sich endlich ändern! In unserem Bericht geben wir deshalb auch Empfehlungen, was sich in der Landwirtschaft in Südtirol, aber auch in Europa insgesamt tun muss, damit sie sich endlich aus der Abhängigkeit von Ackergiften befreien kann.

This is how high the use of pesticides was in the South Tyrolean Vinschgau in 2017
Farms in the EU must document exactly which pesticides they apply when and where and in what quantities. Normally, however, this information is neither evaluated nor made publicly available. For the first time ever, the environmental institute was able to scrutinize hundreds of spraying books from fruit farms in the South Tyrolean Vinschgau – a pioneering study in Europe. After months of work, we are today presenting a report with the results of our evaluation, which paints an accurate picture of the use of pesticides in one of the most important apple-growing regions in all of Europe.

Ironically, the fact that we got hold of the spray booklet is due to the attempt by the South Tyrolean state government and the local apple industry to silence our criticism of the high use of pesticides in the region by filing a criminal complaint. But that backfired badly. Because the trial for alleged „slander“ not only ended with an acquittal for us, but also led to the confiscation of the spraying data as evidence. The South Tyrolean „pesticide lawsuit“ against the Environmental Institute has led to us being able to substantiate more precisely than ever before how big the South Tyrolean pesticide problem actually is.
The evaluation of the spraying data offers an explosive insight into agricultural practice in intensive fruit growing:
In total, more than 80 different pesticide active ingredients were used, many of which are considered particularly hazardous to human health or the environment. One of the most commonly used substances was the fungicide fluazinam, which is believed to be carcinogenic and fertility-damaging, among other things. Substances that are dangerous for honey bees or aquatic organisms were also used. And that’s not all: from March to September 2017, there wasn’t a single day in Vinschgau, a popular holiday region, that people and the environment weren’t exposed to the mist of pesticides. The poisons are often used as a „cocktail“ of several substances – up to nine different active ingredients were used on the same day.
The price that the people and the environment in Vinschgau pay for the mass production of apples is high. Because the continuous use of pesticides in the apple orchards damages biodiversity and endangers the health of local residents and holiday guests, and last but not least that of the fruit farmers themselves. This has to change at last! In our report, we therefore also give recommendations on what needs to be done in agriculture in South Tyrol, but also in Europe as a whole, so that it can finally free itself from dependence on field toxins.

Le moment de la révolte est venu contre les lobbys agro-industriels qui manœuvrent dans l’ombre pour blanchir leurs substances criminelles pour les abeilles et les pollinisateurs…
… contre les représentants anonymes des États membres de l’Union européenne qui cèdent à leurs pressions plutôt que de remplir leurs obligations vis-à-vis des citoyens et de la nature…
… contre la Commission européenne qui refuse de rendre des comptes aux citoyens des arrangements suspects qui ont permis aux firmes agrochimiques d’empêcher pendant plus de 10 ans la mise en place de protections salutaires pour sauver les abeilles et la biodiversité face aux pesticides.
Ces documents permettraient de révéler au grand jour les compromissions inavouables qui ont permis aux producteurs de pesticides de bloquer l’indispensable mise à niveau scientifique des procédures d’évaluation de la toxicité de leurs propres substances sur les pollinisateurs…
… avec la complicité de la Commission européenne et des ministères de l’agriculture de certains pays européens !
Dans ce combat pour la Justice, et contre les lobbys, nous avons pour nous :
>> La réglementation européenne qui oblige les institutions au devoir de transparence et donne au public un droit d’accès aux documents administratifs européens (1) ;
>> Le soutien formel et répété de la Médiatrice européenne en faveur de la publication des documents (2) ;
>> Et la décision historique des juges du Tribunal de l’Union européenne qui ont fermement condamné l’obstruction anti-démocratique de la Commission (3).
Mais cela ne suffit visiblement pas.
Les fonctionnaires de la Commission européenne refusent illégalement d’appliquer la décision de Justice !
C’est intolérable. Ce que nous demandons est plus que légitime :
>> L’accès à des documents qui concernent directement les citoyens, leur environnement et leur santé, dont la divulgation ne devrait poser aucune difficulté aux autorités – à moins bien sûr qu’elles ne craignent qu’on y découvre des arrangements entre les États, la Commission européenne et les lobbys de l’industrie agrochimique ;
>> Et que les responsables politiques rendent tout simplement des comptes sur les décisions prises soit-disant dans l’intérêt des citoyens !
Aujourd’hui, nous avons besoin de vous pour montrer que nous nous sommes lancés dans ce bras de fer au nom de tous les citoyens européens qui refusent que leurs institutions se permettent de bafouer la justice et les principes démocratiques fondamentaux au profit de quelques multinationales.
S’il vous plaît, aidez-nous à exposer les manœuvres de l’ombre des lobbys, et à briser l’alliance insupportable qu’ils entretiennent avec les représentants politiques, au détriment des abeilles et de la biodiversité.
C’est un système corrompu et opaque contre lequel la petite équipe de POLLINIS se bat.
Un système dans lequel des comités techniques et confidentiels prennent des décisions majeures sous l’influence des lobbyistes de l’industrie…
… sans jamais rendre de compte aux citoyens !
Parmi ces comités technocratiques qui échappent à tout contrôle démocratique, il y en a un décisif qui prend toutes les décisions qui ont trait aux pesticides et aux abeilles :
Il s’agit du SCoPAFF, ou Comité permanent des végétaux, des animaux, des denrées alimentaires et de l’alimentation animale.
>> C’est au sein de ce comité que des gouvernements européens ont enterré plus de 30 fois d’affilée le renforcement nécessaire des tests de toxicité des pesticides proposés par les scientifiques et validés par l’EFSA, l’autorité sanitaire européenne…
… prolongeant par leur action néfaste pendant plus de dix ans la mise sur le marché des pesticides qui ravagent encore aujourd’hui les indispensables populations d’abeilles et de pollinisateurs, et les services écosystémiques essentiels qu’ils rendent à l’humanité (4).
>> Et c’est pour faire la lumière sur ce blocage aberrant et catastrophique pour le vivant que POLLINIS exige d’accéder aux archives du SCoPAFF, aux compte-rendus détaillés de ses réunions, et aux documents révélant les positions tenues secrètes des différents États membres sur ce dossier.
C’est une question de principe, et de défense de nos droits fondamentaux.
Il est inconcevable que les responsables de ce blocage n’aient jamais à se justifier auprès des citoyens…
… alors que leurs actions ont durablement empoisonné l’environnement et provoqué la mort de milliards de pollinisateurs !
Une chose est claire : si les manœuvres des lobbys au sein du SCoPAFF ne sont pas rapidement révélées et dénoncées publiquement…
… et s’ils ne trouvent pas sur leur chemin un front citoyen uni, et déterminé à mettre fin à l’opacité du processus décisionnel européen, qui a permis à une poignée de colosses agrochimiques de sacrifier en catimini la biodiversité pour leurs propres intérêts financiers…
… ces industries multimilliardaires pourront continuer pendant des années encore à corrompre les institutions politiques pour vendre des milliers de tonnes de pesticides mortifères en Europe – au détriment de l’environnement, de notre santé et de notre sécurité alimentaire.
Allons-nous les laisser faire la loi impunément et décimer le vivant ?
Allons-nous laisser les autorités européennes s’essuyer les pieds sur leurs principes fondateurs pour protéger les lobbys ?

Ganz kurz eine Bemerkung für die Vogelgucker unter uns: Ich habe drei Grünfinkenmännchen und ein -weibchen am Futterplatz gesehen. Die Anzahl hat sich also zum letzten Jahr verdoppelt. Vielleicht sind da noch mehr Weibchen, ich kann sie manchmal nicht von den Buchfinkenweibchen unterscheiden. Warum erwähne ich das überhaupt? Weil die Zahl der Grünfinken generell drastisch schwindet.
